Javlec born by the desire for the implementation of good forestry ( good forestry governance ). In Indonesia, forest management (natural resources), which either means the management of public welfare-oriented-as mandated by the 1945 Constitution because it is natural that the embodiment of that desire is the growth and development of community forestry. Of course, the implementation of good forestry governance it also includes maintenance of the forest ecosystem. And, the community-based forest management is not directly proportional to the rate of deforestation-as mythologized by the orthodox that deforestation is the fruit of a multiplicity of population and economic Krida forest communities. Deforestation not only controlled by such local factors, but also by local extra structural factors and political and economic superiority. In order to promote community forestry in Java, which is a community called KPPJH (Community Support Java Forest Rescue) was established. Embryo Javlec was ordained in 2003 by seven NGO that actively encourages forest reform Java: Arupa (DIY), Shorea (DIY), Lesehan (East Java), Paramitra (East Java), YBL Masta (Central Java), Gita Pertiwi (Central Java ), and Poklan (West Java). Some came from NGOs, universities, researchers, and volunteers personally. KPPJH determined to push reform of forestry and the creation of community-based forest management. For that purpose he builds cooperation with various NGOs, forestry agencies, and the community at the grassroots level. Mightily he handled a number of initiation, facilitation, and even advocacy. Once reaching the 'maturity' in 2005, KPPJH, embryo, is transformed into an association of legal entities called Javlec. Since it was what he fought for practical KPPJH passed, strengthened and expanded by Javlec.
